Post Hurricane Sandy: The
Resiliency Benefits of Combined Heat and Power
In the aftermath of Hurricane Sandy, combined heat and power (CHP) on-site
generation helped keep the lights on at a number of residential and
institutional facilities across New York and New Jersey. CHP also
provided power following Hurricanes Katrina and Rita in the Southeast and
other power disruptions elsewhere across the country. Combined heat
and power is a means of enhancing energy security in the event of an energy
emergency, if designed and built properly. This session will focus on state
policy requirements to incorporate CHP into emergency and energy assurance
planning and the experiences of combined heat and power operators during
energy emergencies.

The integration of information technology, sensors and controls, combined
with the power of cloud computing is opening new doors for building
efficiency and performance. Microsoft applied its computing prowess to
the software giant’s Redmond, Washington campus of over 10 million square
feet. Now, along with local and private sector partners it’s taking
the next step to integrate a group of existing commercial properties in
Seattle – bridging multiple systems, tenants, building owners, and
challenges. This thought provoking session examines the digitization
of energy efficiency and buildings.

State Energy Planning: Analysis,
Guidance and Assistance
Based on research completed by NASEO, more than 20 states will initiate
state energy policy planning over the next 12 months, and as many as 40
states will have completed new or updated plans over the next two years.
The plans are increasingly seen as an excellent means to set state executive
branch and legislative priorities and are a key way to provide strategic
direction and guidance in the decisions of state regulators and other state
and local agencies. Most governors and legislators are turning to State
Energy Offices to lead or guide the planning process and development. To
assist states, NASEO completed an analysis report of existing energy plans,
compiled a database of over 30 state plans, and finalized a set of energy
planning process guidelines. This session will review key findings from
NASEO's research and provide an overview of the new planning guidelines.

Keynote Luncheon: Natural Gas Outlook and Economic Opportunities
Domestic natural gas resources have drastically changed the U.S. energy
outlook. Electric power generation, transportation, and the manufacturing
sector are all poised to take advantage of natural gas resource
availability. However, the shift towards an economy that is more dependent
on natural gas will require infrastructure additions and policies, programs,
and regulations to support an efficient and equitable use of the resource.
This session will address the challenges of natural gas distribution and ways
to ensure that supply and demand growth result in relative price stability.

Efficiency Policy Recommendations
The Commission on National Energy Efficiency Policy, which was formed in
2012, convenes leaders in the energy and environmental policy community to

by 2030. The non-partisan commission creates a framework for an innovative
future by driving energy efficiency in all sectors of the U.S. economy.

Manufacturing Focus Sessions: Ensuring
America’s Leadership in Advanced Manufacturing – A National Imperative
NASEO and ASERTTI members understand the importance of a strong industrial

these reasons, a half-day session is being devoted to advanced
manufacturing. Experts in the field will discuss the federal agenda for

partnership models. The session will conclude with a discussion among

Among the Nation’s top innovation priorities is ensuring that we retain and
build the competitiveness of the U.S. industrial sector. Crosscutting
and industry-specific technologies can deliver remarkable energy,
environmental, and economic benefits for U.S. manufacturers. This
session will identify key pathways for leveraging the research and
development investments that have been made by public and private sector
interests in recent years to deploy emerging industrial energy efficiency
technologies, while continuing to invest in new advanced manufacturing
research and development.
